Media as a space of threats: 15 years in a shadow of information security doctrine
Abstract
The following article summarises the results of a research, which is concerned with the observation of the attitude to media threats and ways to minimise the harm thereof between Russians.
The article shows that the amount of the specific features of modern media perceived as threats by different groups is less than a list of threats offered by the media experts and than a list from the information security doctrine.
The research includes major Russian cities and regions, such as Moscow, Saint-Petersburg, Kazan, Chelyabinsk, Habarovsk etc. Participants to the survey are local people of 10 Russian regions, 84% of the participants are using internet in their everyday life.
As a result of the research, the author gives a review of 15 years of action of the information security doctrine. The conclusion of the analysis is that the idea of “media threat” should be reconsidered as a global phenomenon by the government of Russia and by the Russian expert community in order to approach the notions of Russian internet users. Furthermore, media threats as a global phenomenon require global decisions that should be based on the principles of knowledge society and the main four guidelines of the UNESCO: full freedom of expression, access to quality education, cultural environment rich in diversity and dialogue, benefits from scientific advances.
